中国水产养殖社区管理模式探讨

A Study on Community-Based Aquaculture Management in China

借鉴基于社区的自然资源管理模式中"资源使用者管理和使用者控制"的核心理念,构建我国水产养殖社区管理模式。该模式以一定地理区域内的水域和滩涂等养殖资源的利用为管理内容,以水产养殖专业合作经济组织为最主要的"社区"形式,由资源使用者、政府,以及其他利益相关者共同实施,将政府直接面对广大渔户的直接管理转变为政府指导下依靠中间组织制度约束开展的间接管理,最终目标是维持水域滩涂的可持续生产能力,并实现水产养殖业可持续发展。

Based on the core concept of community-based management, i.e. ＂users management and users control of resources＂, the author suggests developing a community-based aquaculture management model and specializing aquaculture cooperation as the most important form of ＂community＂, thus turning the direct ducing the governmental management into indirect management by the intermediate organizations, and re- transaction costs and improving management efficiency.
