International Experience and Chinese Low-carbon Economy Development Policies

低碳经济是中国经济社会可持续发展的必然选择。由于我国是一个制造业大国,国民经济处于高速增长时期,而节能减排技术还很落后,降低能源消耗、减少温室气体排放的任务十分艰巨,这对于提高中国产品的国际竞争力、缓解经济发展与环境压力的矛盾十分不利。发展中国低碳经济必须大力发展新兴低碳产业和低碳技术。发达国家在发展低碳经济中的做法和政策,有许多值得中国学习和借鉴的方面。

The low - carbon economy is an inevitable choice for the sustainable development of Chinese economy and society. China is a huge manufacturing country and its economy development is experiencing a rapid growth. But the technology of energy saving is still very backward. The reduction of energy consumption and greenhouse gas emis- sions is still an arduous task. This situation is very unfavorable for improving the international competitiveness of Chinese products and alleviating the contradiction of economic development and the pressure of the environment pol- lution. To develop low -carbon industries and its technologies vigorously is the necessary way for the development of Chinese low - carbon economy. There are many aspects of practices and policies of developing low - carbon e- conomy in developed countries which China can learn from. Based on the reference of international experience, this paper proposes the policies and measures for the development of China low - carbon economy.
