口岸是窗口,是稀缺资源,也是对外开放的桥头堡。内蒙古是一个多口岸的边境省份,如何充分发挥口岸的窗口和通道作用,架起内蒙古与俄蒙经贸合作的桥梁,不仅关系到内蒙古自身的经济发展,也直接影响着我国与俄蒙经贸合作的水平。本文对内蒙古口岸开放的成效与不足进行剖析,并就提升内蒙古口岸开放的质量和效益寻找解决对策。

Port is a window, a rare resource and bridgehead of opening policy. Since Inner Mongolia is a bor- der province with muti - ports, how to fully play the role of window and channel of port so as to bridge the relation- ship between Inner Mongolia and Russia as well as Mongolia not only relates to the economic development of Inner Mongolia but also directly affects China and Russia - Mongolia economic and trading cooperation standard. This paper analyzes the achievements and shortcomings of Inner Mongolia ports opening in attempt to find out solution to improve the quality and efficiency of Inner Mongolia ports opening.
