在新形势下,文化民生上升为中国共产党的一种执政理念,具有增强国家软实力、提升民众幸福指数、深化改革开放、推动发展方式转型和提升党执政能力等多方面的功能,必须采取提升文化民生主体、夯实载体、均衡发展和深化机制等措施使得这些功能得以实现。

Cultural livelihood of the people is the milestone ideology of CPC and has comprehensive functions, such as enhancing the state soft - power, improving the people＇ s happiness index, deepening reform and opening - up, promoting the transmission of development and advancing the Party＇ s governing abilities.
