合理的行政权力配置是制约权力、预防腐败的一种重要手段。为有效地预防职务犯罪,应尽快完善宏观调控体系和市场经济运行规则,减少行政权力对市场和社会的不适当干预,根除腐败滋生的土壤。为合理配置行政权力,应将行政权力运作过程中的决策权、执行权和监督权分开并交由不同的机关、部门或个人行使,分解决策权与执行权,适当集中过于分散的行政权力,并明确各项行政权力的权限范围。
