全国性单项运动协会现状与发展对策研究

Research on the Current Situation and Development Countermeasures of National Individual Sports Associations in China

运用文献资料、访谈调研等方法对我国全国性单项运动协会的现状与问题进行了深入探讨,结果认为:"中心与协会同构"模式造成了目前人事、职能、管办、财产不分,协会缺乏高层次人力资源;协会缺失整体社会影响力的问题。在此基础上,提出了全国性单项运动协会的发展对策:理顺"政事"、"事社"、"政社"关系;完善协会内部的法人治理结构;建立"政社互补型合作"发展运作模式。

Through literature review, interviews and investigations, this paper conducts an in-depth discussion of the current situation and problems of the national sports associations of individual events in China. The result shows that the ＂isomorphic mode of center and association＂ causes the ambiguity of human resources, functions, administration and properties. And the associations lack high level human resources. The association lacks influ- ences on the entire society. Taking into consideration of such problems, the paper brings forward the development countermeasures for national individual sports associations. It proposes to rationalize the relation between ＂politics and affairs＂, ＂affairs and society＂ and ＂politics and society＂, improve the legal person administrative structure within the associations and establish the development and operation mode of ＂mutual supplementary cooperation between politics and society＂.
