关于推进中国海油“二次跨越”战略的几点思考

摘要 中国海洋石油总公司党组和管理层根据国内外新的发展形势提出了"二次跨越"的战略构想,即到2020年,将中国海油基本建成国际一流能源公司,进入全球最强石油公司行列;到2030年,全面建成国际一流能源公司,公司发展的硬实力和软实力均达到国际一流。基于这一战略构想和作者长期的规划计划工作实践,认为"二次跨越"的核心是"转变方式,突出主业",并总结了"突出、加快、有效、集约、择优"的发展方针以及"合作、稳健、差异化"的基本原则,从而实现"上游更大、下游更优、专业技术服务更强"的基本产业布局。文章特别强调公司战略在企业发展中的引领作用,并从战略计划职能角度,提出了实现"二次跨越"的战略部署。 A 'second leap' strategy was proposed by the party committee and management of China National Offshore Oil Corporation (CNOOC) in early 2012 in light of new conditions at home and abroad. By 2020 CNOOC will have built itself into a world-class energy company and entered the ranks of the world's majors; by 2030, CNOOC will have fully developed into a energy major with hard and soft power at world-class standard. Consistent with this strategic vision and the consequent long-term planning requirements, the 'core' of the 'second leap' consists of 'shifting emphasis closer to the core business'. The development approach is based on 'prioritization, speed, effectiveness, intensity, and merit-based development', which means prioritizing oil and gas business, speeding up LNG and coal gas business, effectively developing professional services, oil products sales, oil trade business, intensively developing oil refinery and chemical engineering, comprehensive businesses and financial services, and making merit- based development of new energy industry, and the basic principles of 'cooperation, stability and differentiation',which are summarized and are embodied in an industrial configuration characterized by 'more upstream business, better downstream business and stronger professional and technical services'. The author emphasizes the guiding role of company strategy in corporate development and proposes deployment measures for implementing the 'second leap' vision.
