在高速公路管理者和出行消费者的理性"经济人"条件下,高速公路单独的零收费政策可能会导致交通堵塞、道路拥挤,不能实现社会总效用的增加。可以通过有效的途径解决信息的不对称问题,有限资源可以公平、合理地被使用,并且双方可以同时实现效用最大化。

Based on the highway management and travel consumers＂ rational ＂economic man＂ conditions, highway separate zero fare policy may lead to traffic congestion, road congestion, cannot realize the increase of soc;al total utility, so we should through the effective way to solve the problem of asymmetric information, make limited resources can be used fairly and reasonably, and the two sides could realize the utility maximization.
