文化遗产保护背景下大运河保护与管理的研究

Study on protecting and managing the grand canal under the background of cultural heritage protection

中国大运河已被列入2014年国家申遗预备名单,水利、文物部门正在组织编制保护规划。本文分析了在不同管理目标下,未来京杭大运河的水行政、工程管理与文化遗产保护之间存在不可避免的冲突;指出了在用古代水利工程的保护与利用,迫切需要建立健全相关法律法规,以及完善现有管理制度。本文列举了国内外工程类文化遗产保护与管理的典型案例及先进经验,基于对京杭大运河水利功能可持续发挥的目标,提出了在文化遗产保护背景下完善及创新运河水利工程管理的建议。

The Grand Canal of China has been listed to apply for Cultural Heritage in 2014, and both water conservancy and cultural heritage department are preparing protection plan. This paper analyses the unavoidable conflicts between water administration, project administration and cultural heritage protection in future, because of different management objectives and points out the urgency to establish relevant law and complete existing management system to protect and utilize ancient water project in use. This paper itemizes typical cases and advanced experience at home and abroad, and then suggests completing and innovat- ing the management of water projects of the Grand Canal.
