尊重和保障人权是宪法的一项基本原则,也是司法改革的价值目标。一直以来,检察机关的侦查监督具有控制侦查、加强人权保障的重要价值内涵。随着司法改革进程的不断深入、新刑事诉讼法的实施,侦查监督尊重和保障人权的价值内涵得以不断延伸。

Respecting and protecting the hu- man rights is one of the basic principles of the Constitution, and also the value target of judicial reform. The prosecutorial inves- tigation and supervision has important val- ue content of controlling, investigating and strengthening the protection of human rights all the time. With the deepening of the process of judicial reform and the im- plementation of the new Code of Criminal Procedure, the value content of controlling and investigating the respect and protection of human rights is constantly extending.
