网络民意崛起背景下的政府对策研究

Research of Government's Countermeasure in the Background of the Rise of Network Opinion

网络民意在社会民意表达中的地位日益提升。这种新形式的群众意见表达方式,有利于各级政府及时了解社会舆情,提高工作效率;同时也因为其匿名性与不可控性,给政府的决策过程带来了巨大的挑战。针对网络民意崛起所带来的诸多问题,从提高重视程度、改进宣传方式、健全监管机制、提升应对能力和进行公关培训等五个方面进行对策分析,推动网络民意在政府工作中的积极作用。

Network opinion, a novel approach to deliver public opinion, has been growirlg rapidly. Network opinion is able to help all levels of government understand social public opinion in time and thus remarkably im- prove work efficiency. However, due to the anonymity and uncontrollability, network opinion also poses huge chal- lenges for government＇s decision - making process. For the emerging problems with the rise of network opinion, we should analyze strategies by paying more attention to it, improving propaganda approach, establishing sound super- visory system, enhancing the ability to cope with emergency, and extending public relations training, etc. And thus we can promote the positive role of network opinion in government issues.
