从共和走向民主:美国选举人团制度的历史变迁

摘要 按照美国宪法的规定,美国总统由特殊的中间机构——选举人团选举产生。在最初设计选举人团制度时,美国制宪者们希望选举人在选择总统时能够独立自主地作出判断,但选举人逐步被登上美国政治舞台的政党所掌控,沦为政党的"橡皮图章"。由于绝大多数州在选举人计票方面实行胜者全得制,导致有可能产生"少数人"总统,而这在民主化时代是令人难堪的事情。选举人团制度的未来命运如何,主要取决于"少数人"总统出现的次数和频率。
