新疆与中亚五国跨境贸易人民币结算存在问题及建议

Problems and Suggestions for RMB Settlement of Cross-border Trade between Xinjiang,China and the Five Central Asian Countries

新疆自作为跨境贸易人民币结算试点省份,两年多来取得的成绩是有目共睹的,其中与中亚国家的人民币结算量尤为突出,但也存在问题,如跨境贸易人民币结算量与跨境贸易量严重失衡、一般贸易与边境贸易人民币结算严重失衡、人民币跨境贸易进出口结算严重失衡以及人民币跨境流出入严重失衡等。为此,本文提出应加强新疆与中亚国家的交流合作、完善人民币循环机制、建立统一的跨境人民币清算网络体系、提升出口企业竞争力以增强中亚国家人民币结算的意愿等对策,以期更好地推进新疆与中亚跨境贸易人民币结算业务的良好发展。

As a pilot RMB settlement in cross - border trade, Xinjiang have operated the business for over two years. The achievements are there for all to see, especially when it comes to RMB settlement amount with the Central Asian countries. However, the problems are also obvious such as the serious imbalance between cross -border trade RMB settlement amount and cross -border trade amount, between the general trade and border trade RMB settlement, between cross -border RMB trade import and export settlement amount and RMB cross - border flow imbalance, and so on. Therefore, this paper proposes that we should strengthen the exchange and cooperation between Xinjiang and Central Asia countries, improve the RMB circulation mechanism, establish a unified cross - border RMB settlement network system, enhance the export competitiveness of enterprises to improve the Central Asian countries the RMB settlement intention and so on, to better promote the development of cross - border trade RMB settlement business between Xinjiang, China and the Central Asian countries.
