Puhe was unearthed in Yingguo Cemetery of Pingdingshan in Henan Province. The maker of Pu was aristocracy in Yingguo. The inscriptions recorded the event that the royal minister Qinggong sent envoys to visit Minister Pu of Yingguo. The content of the inscription was about military action which indicated that in some cases, the dynasty minister might send a messenger directly to contact the vassal state of the minister. Puhe inscriptions re- corded the contacts between the Western Zhou Dynasty and vassal, reflecting the etiquette of the Western Zhou. But it can not be the evidence to prove that vassal sent envoys to visit each other in the Western Zhou Dynasty.
