乾隆时期云南案件多发,尤以命、盗为最,影响到云南社会的稳定。为加强对云南社会的治理,乾隆朝专门针对云南的命、盗案件制定了详细的处理规条。此外,乾隆朝还对云南的刑名制度与案犯发配等事宜进行了改革和调整。这些措施的实行在很大程度上减少了云南刑名案件发生,对维护云南社会稳定起到了良好作用。

Criminal cases occurred frequently, especially murders and thefts during Yunnan during the Qianlong ruling period which seriously affected the social stability. The emperor Qianlong made up detailed legal regulations to strengthen social stability especially for the murders and thefts. In addition to it, he reformed and adjusted the punishment system and criminal banishment. The measures reduce the occurrence of criminal cases to a great degree and have good effects. Because the Qianlong Dynasty is the feudal system after all and the regulations for the punishment have the stigma of the feudal thoughts the punishment of some cases are obviously unfair.
