国际海运危险货物的免除和主管机关批准管理探讨

Discussion on exemptions and endorsement management of the competent authority concerning international maritime dangerous goods

笔者结合从事多年海运危险货物集装箱管理经验,分析《国际海运危险货物规则》对危险货物运输免除和主管机关批准运输要求,提出相应建议和措施。

The authors of this paper, based on their many years experience concerning safety control of maritime dangerous cargo containers, analyze the relevant requirements of the IMDG Code regarding the exemptions and endorsement managenlent of the competent authority for shipment of dangerous goods, and put forward some corresponding proposals and measures.
