论建立鄱阳湖生态经济区生态补偿机制的关键科学问题

Discuss on the Key Scientific Issues of the Ecological Compensation Mechanism in Poyang Lake Ecological Economic Zone

本文基于鄱阳湖生态经济区建设上升为国家战略,提出了建立鄱阳湖生态经济区生态补偿机制的构想,通过阐述建立鄱阳湖生态经济区生态补偿机制的意义、目前的研究现状及综合述评,提出了建立普适性的区域生态补偿价值定量估算函数转换模型及以县(市)为基本行政单元的生态补偿对象的空间选择模型两个关键科学问题,并将未来的研究方向构想为:进一步完善区域生态补偿机制理论与评价方法,建立鄱阳湖生态经济区的主要生态系统服务功能价值时空格局、生态补偿价值时空格局及生态补偿对象的空间选择,探索鄱阳湖生态经济区生态补偿实施机制。

Based on Poyang Lake Ecological Economic Zone （PLEEZ） promoted to the national strategy, this paper proposes the conception of establishing ecological compensation mechanism in PLEEZ. By expounding the significance of the establishment of ecological compensation mechanism, the current research status, eomprehen-sive review of PLEEZ studies, it presented two key scientific issues, that is to say, two models are established： one is a universal quantitative estimates function conversion model of the regional ecological compensation, another is the space selecting model of ecological compensation object with counties （cities） as the basic administrative unit. The paper points nut the future researeh directions, which are as follows：further improving the regional ecological compensation mechanism theory and evaluation, establishing spatial and temporal pattern of the major ecosystem services value and ecological compensation value and the space selection of the ecological compensation object in PLEEZ, and exploring the implementation mechanism of the eeological Compensation in PLEEZ.
