打造文化高地是地方文化建设和发展的战略选择。随着《武陵山片区区域发展与扶贫攻坚规划》的实施,区域内各市州呈现出加快发展、抢占文化高地的竞争态势。怀化作为武陵山片区的重要中心城市之一,必须立足五溪文化资源优势,抢抓机遇,超前谋划,确立"打造武陵山片区文化高地"的战略目标,努力把怀化建设成武陵山片区文化中心城市。

To build culture highland is a strategic choice for the construction and development of local culture. With the implementation of＂the Regional Development and Anti-Poverty Plan in Wuling Mountain Area＂, each city and prefecture in this area has shown the competitive situation to accelerate development and seize cultural highland. Huaihua, one of the cities as an important center of Wuling Mountain Area, must be based on the advantage of Wuxi cultural resources to seize the opportunity, plan ahead, establish the strategic objective ＂to build Wuling Mountain Area Cultural Highland＂, and try to make Huaihua the cultural center city in Wuling Mountain Area.
