摘要
20世纪80年代中期以来尤其是进入21世纪后,黄河下游的洪峰频次及水量明显减少,由此造成了河道萎缩、二级悬河加剧,畸形河势时有发生,一些河段河道整治工程部分或整体脱河,河槽被垦蚀等一系列问题。应在小浪底水库投入运用初期,把握有利时机,加快河道整治,积极开展防治畸形河势的研究工作,采取综合措施遏制或延缓二级悬河发展,加大滩区治理建设力度,完善水沙调控体系,加快下游治理建设,实行最严格的河道管理,以实现黄河下游的长治久安。
Since the middle of the 1980s, especially after entering into the twentyfirst century, the flood peak frequency and water volume in the lower Yellow River have been decreasing obviously, causing a series of problems, such as channel shrinkage, aggravation of secondary suspended river, frequent occurrence of abnormal river regimes, partial or complete deviation of river regulation works from the main flow route in some river reaches, channel erosion and so on. It is suggested that, in the early and proper time after the Xiaolangdi Reservoir was put into use, we should speed up the river harnessing,actively carry out research work in prevention and control of abnormal river regimes,take overall measures to contain or delay the development of secondary suspended river, strengthen floodplain management, improve the water and sediment regulation system, speed up channel harnessing in the lower reaches and practice the strictest river management to achieve long - term stability of the lower Yellow River.
