京津冀低碳物流能力评价指标体系构建——基于模糊物元法的研究 被引量:47

On the Construction of Evaluation Index System about Low carbon Logistics Capability in Beijing,Tianjin and Hebei——based on the Research of Fuzzy Matter Element Method

摘要 为应对全球气候变化,我国政府承诺到2020年单位GDP的CO2排放比2005年下降40%~45%,物流业作为我国十大重点产业之一,应该在发展低碳经济中发挥作用。为此必须改进物流体系,通过发展低碳物流提高物流能力来发展低碳经济。本文重点设计了低碳物流环境、低碳物流实力、低碳物流潜力、物流低碳水平为要素的低碳物流评价指标体系,并以京津冀为例,采用模糊物元法对2004年至2010年京津冀地区的数据进行实证分析。实证表明,京津冀地区的低碳物流能力呈逐年提高趋势。 In order to responding to the global warming, the Chinese government has made a promise to reduce the CO2 of unit GDP by 40% to 45% comparing to the year of 2005. As one of the ten key industries in China, logistics industry should perform its own role in the development of low carbon economy. So it is necessary to improve the logistics system and promote low carbon lo-gistics. In this paper, I make a design of a low carbon logistics evaluation system including low car-bon logistics environment, low carbon logistics strength, low carbon logistics potential and the level of low carbon logistics. I also take JingJin-Ji region as an example and make an empirical analysis by fussy matter element method with data from 2004 to 2010. The result shows that there is a yearly upward trend of low carbon logistics capability in this region. Finally, I put forward the idea of de-veloping low carbon logistics.
