新一轮事业单位改革“纯化”取向的反思

Rethinking the Purifying Orientation of the New Round of China's Reform of Institutions

新一轮事业单位改革取向,实质上是纯化事业单位类别、纯化事业单位公益属性的纯化取向,但在改革实践中面临种种困境。为摆脱这些困境,宜采用更宏观的公共治理新视角,顺应当今世界公共治理分散化的潮流,以"进化"的改革取向取代"纯化"的改革取向,重新审视事业单位改革。

The orientation of the new round of China＇s reform of institutions is purifying, which means to cut the three categories of institutions to one category and to intensify the public character of institutions, but faces the plight in the practice of institution reform. This paper suggests re-examining the reform of institutions with a new broader perspective of the public governance, and thus preferring the evolution orientation of the reform of institutions to conform to the trend of the distributed public governance of the world.
