省直管县体制改革的制度设计研究

A Study on System Design of Reform in Direct Provincial Supervision of County Finance

省直管县体制改革已经在全国23个省区进行了尝试,但仍未出台完整、系统的指导性政策,对于其整体制度设计的研究则显得尤为必要和紧迫。只有以改革的设计原则为指引,以改革的制度框架为支撑,以改革的制度内容为内涵,以改革的各项配套措施为保障,才能够确保省直管县体制改革健康有序地开展,并取得预期的改革成效,才能使省直管县体制改革成为促进我国经济社会平稳较快发展的有力推进器。

As 23 provinces of China is undergoing a reform toward direct provincial supervision of county finance, the central government＇ s attitude has changed tacitly approve into approve. It is particularly necessary and urgent to study the overall system design since the central government has not yet issued completely and systematically guiding policy. This article focus on the design principles of the institutional framework of this reform, the institutional framework of the reibrm, the contents of the reform and all supporting measures ensuring the reform smoothly to progress. The findings shows that only taking the design principles of the reform as a guide, the institutional framework of reform as a support, the system content of reform as goal, the supporting measures of reform as guarantee can the reform be carried out healthy and orderly, achieve the expected effectiveness and powerful promote stable and rapid development of China＇s economy and society.
