我国艾滋病防治绩效第三方评价探讨

绩效评价模式直接影响绩效评价的效果。目前我国实施的艾滋病防治绩效评价存在评价主体单一、评价方法不专业、评价程序不规范等问题,很难保证评价结果的质量。积极开展艾滋病防治绩效第三方评价是艾滋病防治绩效评价确立正确价值取向,提高评价客观性与准确性,提升评价质量和水平的迫切需要。本文对有效开展艾滋病防治绩效第三方评价提出了有针对性的建议与意见,为保证绩效评价效果,促进艾滋病防治工作可持续发展提供借鉴。

The model of performance evaluation affects its effectiveness directly. At present, many problems exist in the performance evaluation of HIV/AIDS prevention and treatment in China .such as the valuator is in single, the evaluation method is not professional, the evaluation procedure is not standard and so on. These problems make the quality of evaluation results difficult to ensure. It is urgently necessary to actively carry out third-party evaluation so as to set up correct value orientation, improve the objectivity and accuracy, to improve the quality and level of performance evaluation of HIV/AIDS prevention and treatment. In this study, we give some suggestions on how to promote third-party evaluation effectively, so as to ensure the performance evaluation effectiveness and promote the sustainable development of HIV/AIDS prevention and treatment.
