Deliberative Democracy in China:From Theory to Reality

在西方,协商民主的理论与实践相互激荡,协商民主不仅成全了西方政治学的再次繁荣,也造就了西方民主政治的创新。2001年哈贝马斯将协商民主带入中国,短短10年,协商民主迅速地从学术热词变成政治热词,最终进入中共十八大报告。"健全社会主义协商民主制度",既是政治姿态,也是理论宣言,它意味着,中国政治学研究开始由最初的诠释经典、注解现实,发展到倡导理想、设计蓝图的新阶段,尽管其研究方法还有待改进,其理论解释力还有待提高,但中国政治学研究开始走向成熟,却是不争的事实。

In the West,the theory and practice of deliberative democracy interact,which not only leads to the prosperity of Western political science once more,but also promotes the innovation of the Western democratic politics.It has just been 10 years when Habermas introduced deliberative democracy into China in 2001,since then,deliberative democracy quickly becomes a hot political word from a hot academic word,and is eventually written into the political report of the 18th Congress of CPC.The report urges to improve the Socialist deliberative democracy system,both as a political gesture and also as a theoretical declaration,which means that political research in China has developed to a new stage to advocate the ideal and blueprint from the initial stage of explaining the classic and noting the practice.Although the improvements of methodology and theoretical explanatory power are still urgent,it is a fact that political research in China starts to be mature.
