摘要
性能化消防设计评估以明确的安全目标、科学的设计方法有效弥补了规格式消防设计的不足,近年来在我国的特殊建设工程中得到广泛应用。但基于我国消防技术体系的特殊性,性能化消防设计评估实施的合法性、有效性、科学性以及技术可靠性等诸多方面的问题逐步出现,尤其是性能化消防设计评估的法律地位以及与现行消防技术体系的法律关系亟待研究和完善。为此,在全面分析我国现行消防技术体系特点及不足的基础上,对推行应用性能化消防设计评估的若干问题进行探讨并提出观点。
Performance -based fire design effectively makes up deficiencies in the specifications for fire fighting by setting clear security goals, and scientific design methods in recent years and it has been widely applied in some special building designs. However, due to the particularity of our system of fire protection technology, the implementa- tion of performance - based fire safety design comes across some issues concerning legitimacy, validity, scientific and technical reliability. Especially, it is urgent to improve the relationship of the current legal status of the fire perform- ance -based safety design and the fire technical system. To this end, this paper makes a comprehensive analysis of the existing system of fire protection technology based on the characteristics and deficiencies in the implementation of performance -based fire designs.
