实施西部大开发战略必须加强对内开放

Carry out the Strategy of Western Region Development and Promote the Opening up within China

文章认为 ,在实施西部大开发战略中 ,对内开放的重要性尚未引起人们的重视。文章指出 :对内开放与对外开放一样是邓小平理论的重要组成部分。中国对外要开放 ,对内更要相互开放。对内开放是社会主义市场经济体制的本质要求 ;是东中西部地区共同发展的客观必然 ;是西部经济发展的必由之路。文章进一步指出了加强对内开放的 4条根本途径 :(1)转变观念 ,解放思想 ,实事求是 ;(2 )打破条块分割 ,向一切地区、行业开放 ;(3)坚持国有经济为主导 ,向非公有制经济开放 ;(4)运用优惠政策 ,向民间资本开放。

The importance of opening up within China isn’t attracted people’s attention yet during carrying out the strategy of western region development. The authors argue that opening up within China is an important part of Deng Xiaoping theory as well as opening up toward outside world. China should open up toward outside world and should more open up within China. It is the basic demand of socialist market economic system; the inevitability of China’s eastern, central and western regions developing together; the necessary choice for western economic development. There are 4 cardinal ways to facilitating opening up within China. First, change our concepts, emancipate our ideas and become practical and realistic. Second, break the restrictions from departments and local governments and open up toward all areas and industries. Third, keep the dominant role of State-owned economy and open up toward non-public economy. And finally, promulgate favorable policies and open up toward non-official capital.
