In the process of deepening the reform of state enterprises, investment serves as the 'trigger' and to a certain extent, determines whether the reform of enterprises will be successful or not. There are quite a few factors which have caused the faults in the investment decisions made by the state enterprises in China. Taking the main investment problems in the state enterprises into consideration, the government should further deepen the reform of the investiment system and strengthen its macro-adjustment-and -control, while the enterprises should gradually establish and then perfect the investment-decision mechanism, strengthen the subject consciousness and the risk consciousness in investment,adjust the investment policy, keep balance between the key industry and other industries, continuously enhance the comprehensive quality of the decision-makers, and set up an investment information analysis system. In addition, the government and the enterprises should both try to seek an organic unity of reform.
