摘要
适应能力建设是农业气象灾害防灾减灾必要战略选择之一。本文对农业气象灾害适应能力的内涵、农业气象灾害适应的类型及强适应能力的特征进行了分析,提出了将农业气象灾害适应能力构建纳入农业发展政策、实施农业气象灾害风险管理、建立农户参与的基层农业气象灾害风险管理机制、以农民生计为核心提高农业气象灾害适应能力和进行制度改革等对策。
Adaptability construction is one of the necessary strategic choices in the prevention and mitigation of agricultural me- teorological disasters. The paper analyzed the connotation and type of agricultural meteorological disaster adaptability, and the fea- tures of strong adaptability, and proposed the following countermeasures for the construction of adaptability to agricultural meteoro- logical disasters： bringing into agricultural developmental policy, implementing agro -meteorological disaster risk management, es- tablishing the grassroots agricultural meteorological disaster risk management mechanism with farmers＇ participation, enhancing agri- cultural meteorological disaster adaptability for the improvement of farmers＇ livelihoods, and reforming the system.
