阐述了社会稳定风险评估的基本内涵,认为社会稳定风险评估在我国的具体实践中还存在一些问题。为此,应强调评估主体的中立性、专业性,通过立法规范评估程序,有针对性确认风险源,保护公众充分参与风险评估的各项权利。

The basic connotation of social stability risk assessment is expounded. There are still some problems in the practice of social stability risk assessment. The following ideas are proposed： to attach importance to the neutrality and expertise of the assessors, to legislate the evaluation procedure, to confirm the risk source targeted, and to fully protect the public participation in it.
