基于SCIE的高校科研文献产出评估模式与实证探讨

A SCIE-based Evaluation Model of the Academic Achievements of Colleges and Universities and the Demonstration Analysis

目的建立基于SCIE收录和引用统计分析的高校科研产出评估模式,并探讨其实用价值。方法评估方法主要采用信息处理技术和引文分析法以及Office及制图等软件。通过比较、归纳、概括等逻辑方法以及专家咨询建立基于SCIE收录和引用统计分析的高校科研产出评估模式,并以2001～2010年第二军医大学发表的SCIE文献为研究对象,采用该模式对高校科研产出进行实证分析。结果通过对SCIE文献数量、学科分布、源期刊影响因子、合作机构等情况的统计分析,可以量化地反映出高校科研发展趋势、学科优势、影响力、人才培养的真实情况。结论基于SCIE高校科研产出的评估模式具有良好的实用性和通用性,对校领导和科研人员科学决策具有重要意义。

Objective To establish an SCIE-based scientific research output assessment model, and disauss its practical value. Methods The information processing technology, citation analysis, and Office software were used. Through the logic method （e. g. comparison, induction and summarization） and expert consultation, the SCIE-based scientific research output assessment model was established, and then the SCIE articles of the Second Military Medical University from 2001 to 2010 were analyzed empirically ac- cording to the model. Results Through the statistical analysis on the number of SCIE articles, the subject distribution, the IF of source journals and the cooperative organization, the real state was quantitatively re- fleeted in the following aspects：the trend of scientifie research development, the discipline superiority, the influence,the talent cultivation, etc.. Conclusion The SCIE-based scientific research output assessment model has better practicability and universality, which can play an important role in scientific decision mak- ing of the administration and scientific research personnel.
