摘要
目的综述当前医师服务能力、绩效考核与评价指标体系的研究文献,归纳和总结设计原则、研究方法和指标体系内容,分析存在的问题,提出完善医师服务能力评价指标体系的建议。方法运用文献回顾法进行综述研究。结果目前,医师服务能力评价指标体系可以归纳为3种模式,分别为医师工作能力/绩效考核指标体系、临床医师绩效评价指标体系和住院医师规范化培训考核指标体系。结论医师服务能力、绩效评价和规范化考核指标体系日益形成,但评价指标有待完善。建议结合我国医师服务能力评价现状,借鉴Miller金字塔能力评价模型和素质洋葱模型,充分发挥计算机和网络技术的作用,促进医师服务能力的提高。
Objective To review research literature on physician competence evaluation indicator systems, generalize and synthesize the design principles, methodologies and frameworks, analyze the issues existed in the process and to put forward recommendations on physician competence evaluation systems. Methods Using literature reviews. Results There were mainly 3 types of physician competence evaluation model, which are competence evaluation indicator systems for physician, standardized training evaluation indicator systems for resident and performance assessment indicator systems for clinician. A few researches test the reliability and validity of the indicators. Empirical study and application model of evaluation indicator systems were carried out in some researches. Conclusion The model of physician competence evaluation indicator systems have been gradually formed, but some assessment indicators are not perfect. The study recommends that considering present condition of physician competence evaluation, the experience of the Miller's pyramid of competence and Onion Model should be used while making use of the computer technology and information network to promote the improvement of physician competence evaluation.
