2008—2011年上海市职业卫生技术服务机构在闵行区提供服务的情况

Service supply in Minhang District by occupational health service organizations of Shanghai City from 2008-2011

目的为了解上海市现有的职业卫生技术服务机构在闵行区提供服务的情况,旨在提高对服务机构的监管力度和监管水平。方法收集和整理2008—2011年各有资质的检测机构开展的生产场地在闵行区的职业病危害因素检测结果,利用Excel建立数据库,用SPSS软件作相关统计分析。结果上海市具有资质的营利性职业卫生技术服务机构在闵行区均提供职业病危害因素检测与评价服务,而非营利性服务机构仅25%的单位提供了检测服务;营利性服务机构提供的检测服务数量比较平稳,维持在32%以上,反之,非营利性服务机构提供的检测服务数量呈下降趋势,两者年均数量比为1.82∶1;营利性服务机构的漏检率为21.36%,高于非营利性服务机构;尽管在总合格率上两者无显著性差异,但不同类别职业病危害因素的检测率和合格率两类机构均存在显著性差异,营利性服务机构年均检测率为78.64%,非营利性服务机构则为100%。结论在提高非营利性职业卫生技术服务机构开展服务积极性的同时,监管者应加强对服务机构开展服务的监管,完善质量控制手段,提高检测数据的可信程度,增强不同机构间检测数据的可比性,保障委托单位的利益。

[ Objective] To understand the service supply in Minhang District by occupational health service organizations of Shang- hai City, so as to improve their supervision and regulatory level. [ Methods ] The outcomes of occupational hazard monitoring in Minhang District detected by certificated occupational health service organizations in Shanghai from 2008-2011were collected and formed a database with Excel, then analyzing statistically by SPSS. [ Results ] The certificated occupational health service organiza- tion with profitability in Shanghai provided occupational hazard monitoring and evaluation services in Minhang District, however there was 25% non-profitability organizations supplied service in this district. The quantity of service provided by the profitability a- gencies was stable at above 32%, while that provided by non-profitability organizations showed downward tendency, the ratio of the above 2 was 1.82： 1. The rate of leak detection of profitability organization was 21.36% which was higher than that of non-profit- ability organizations. As to the total qualified rate, there was little difference between the profitability organization and the non-prof- itability organization. But for the different type occupational hazards, there was significant difference on the rate of detection and qualified between the profitability organization and the non-profitability organization. The average annual detection rate of profitabili- ty organizations and non-profitability organizations was 78.64% and 100%, respectively. [ Conclusion ] More attention should be paid to raise the enthusiasm of the non-profitability organizations. It is necessary to reinforce supervision on occupational health service organization, to perfect the methods of quality control, to increase the reliability of detection data, to strengthen the data comparability of different organizations and protect the interests of the clients.
