环境保护:分权还是集权

Environment protection:decentralization and centralization

对环境进行保护是政府的一个基本职能,但在现实中由于存在着不同层级的政府,在环境保护上就存在一国在环境保护上是应该采取集权还是应该分权好的问题。本文对目前有关环境保护分权和集权的的相关研究作了较为详细的综述,以及分权对我国环境保护产生的影响。

In spite of one of the fundmental roles of government is to protect enviroment , there is still an argument on whether system of centralization or system of decentralization should be adopted for our environment protection because of establishment of government＇s hierarchy. This paper gives a description of rearch made on centralization and dectralization in the field of envrionment protection as well as analysis of impacts by decentralization on environment protection in our country.
