改革开放以来我国城乡体育政策法规的变迁与启示——兼谈政策法规视角下城乡体育一体化发展

Changes in Policies and Regulations and Its Enlightenment on Urban and Rural Sports after Reform and Opening up in China——the Development Proposals to the Integration of Urban and Rural Sports under the Perspective of Policies and Regulations

运用文献调研法、逻辑分析法等方法对改革开放以来国家发布的城乡体育政策法规的变迁进行了梳理分析,厘清了城市体育优先发展、农村体育逐步发展、城乡体育协调发展的演进脉络,在此基础上得出了社会发展环境决定着城乡体育政策法规的演进变迁、国家重要政策法规是城乡体育政策法规制定的依据、从政策到法规的转变是提升城乡体育发展地位的关键等启示,最后对政策法规视角下城乡体育一体化的发展进行了思考。

By using literature research method, logic analysis and other methods, the research discussed changes of regulations issued since the reform and opening up and. The urban sports development priority clarify gradually development of rural sports-the coordinated development of urban and rural sports-in this context. It gets some announcements such as political social economic development environment, which decides the evolution of urban and rural sports policy laws and regulations. Meanwhile, national important changes in policies and regulations formulated a basis of urban and rural sports policies and regulations. This change is ascension of urban and rural sports development status of such revelation. It is finally dis cussed in this research the thought of integration development of urban and rural sports under the perspective of policies and regulations
