In the early postwar period, U.S. occupation force headquarters carried out transformation upon the Mikado System in the military, political, economic, educational and cultural fields, in order to establish the political order most contributing to the practice of U.S. occupation policy. The announcement of the Constitution of Japan marks the collapse of absolutism Mikado and the formation of post - war Mikado System. The contradictions in the guiding ideology of constitutional legislation determine the limitations of the Constitution of Japan, in spite of a qualitative change in the provisions on Mikado and Mikado System in the Constitution of Japan, compared with the prewar Meiji Constitution.
