“Evidence-based”——The new Trend of Science and Technology Policy Making

近10年来,"基于证据"的公共政策制定思想广为欧美发达国家所推崇。通过系统地梳理公共政策的证据来源,探讨了基于证据的政策制定过程,最后分析了基于证据的政策制定模式对我国科技政策制定的启示意义。分析表明:唤起决策者的"证据意识",营造"知证文化",是当下我国科技政策制定的可行性战略选择。

The idea of evidence--based policy （EBP） had been accorded great importance in the western countries during recent decade. Firstly, this paper sorts the source of evidences in the public policy, then investigates the process of evidence--based policy making {EBPM） and finally analyzes the enlightenment meaning of the mode of EBPM for our national science and technology policy making. The analysis proves that, it is a feasible strategic choice for the science and technology policy making in our country to build ＂evidence--informed culture＂ by awaking the ＂evidence consciousness＂ of the policy--maker.
