厦门经济特区建设自由经贸区问题研究

On Transformation of Xiamen Special Economic Zone into Free Economic Zone

厦门经济特区与时俱进转型为自由经贸区,是先行先试国际经贸活动自由化与两岸经贸活动自由化的需要,有助于保持特区先行先试的地位、角色与政策,有助于促进特区产业结构调整与体制改革,有助于促进区域经济分工合作与协调发展。实践中,根据厦门经济特区的自身条件,借鉴世界自由经贸区的建设经验与发展趋势,厦门经济特区宜转型成为一个开放性的、多功能的综合型自由经贸区。这符合WTO有关规范要求和自由经贸区的一般经济条件要求,并具备良好的发展环境条件。

The transformation of Xiamen Special Economic Zone into a free economic zone （FEZ） is needed by the liberalization of trade and economic activities between China's Mainland and foreign countries or between China's Mainland and Taiwan. And it is instrumental for Xiamen SEZ in maintaining its status of the first trial, roles and policies, in promoting its industrial structure adjustment and structural reform and in contributing to the regional economic division of labor and coordinated growth. In practice, based on its own conditions as well as using for reference the construction experience and development trend of FEZ in the world, it is good for Xiamen SEZ to be transformed into an open and multi-functional comprehensive FEZ. And this is in conformity with the related rules of WTO and the economic prerequisites for FEZ.
