Policy Implications of Type Orientation of Higher Vocational Education

1996年以来,政策层面多次对高职教育的类型定位进行宣示。把高职教育定位为一种高等教育类型的政策意图不是鼓励高职院校升本,而是推动高职彰显特色,增强不可替代性。类型定位,更多的是特色之谓,而非层次之谓。应区别对待高职教育升本和高职院校升本。在禁止高职院校盲目升本的同时,应推动新建本科院校转型发展,实现高职教育向本科层次延伸。

Since 1996, the type orientation of higher vocational education has been declared repeatedly in policies. The policy implication of positioning higher vocational education as a type of higher education is to promote higher vocational schools to strengthen their characteristics and irreplaceability rather than encourage them to become undergraduate colleges. While prohibiting higher vocational schools from becoming undergraduate schools, it is essential to promote the transformation of new-built undergraduate schools, so as to achieve their stretch for undergraduate level.
