Analysis on the Workforce Skills Qualifications System in Singapore

构建或完善"国家资格框架"是近年来许多发达国家或地区各级各类教育融通性发展的一大要务。作为亚洲的先进国家之一,新加坡也构建出了自己的"国家资格框架"——劳动力技能资格认证体系。这一框架较其他国家(或地区)的"框架"更具有职业教育与培训取向,在新加坡整体人力资源开发中扮演着十分重要的角色。然而,新加坡的"国家资格框架"也处于转型当中,逐渐向各国的普通"框架"靠拢:将该"框架"中的各种资质与中等教育及之后的高等(职业)教育所颁授的正规学历、文凭等同和衔接起来。

Constructing or improving ＂national qualification framework＂ is a significant task in the education development agendas of many developed countries or regions. As one of the advanced countries in Asia, Singapore has recently con structed its own national qualification framework： Workforee Skills Qualifications System, but it differs a bit from others with great vocational education orientation, and thus plays an important role in the whole course of Singapore human re source development. However, the ＂national qualification framework＂ in Singapore is as well transforming to simulate oth ers, with qualifications and accreditations it confers cohering and connecting the ones conferred by formal education insti tutes at different levels including secondary education and higher（vocational） education.
