摘要
介绍了将三维阵列引入核电投资控制体系,以工艺系统分解和厂房结构分解为基础进行逐级费用科目分解;以项目概算作为静态目标控制,以建设过程的合同、支付与结算、调整与差值等变量作为主要动态管理内容,以分级负责的组织机构为管理行为载体,以项目进度计划为基准,建立进度计划、工程量与费用结构、控制责任主体四者之间的映射关联,提出了三维九宫体的核电投资控制体系。并以AP1000核电为例阐述了如何在该模型下建立计价模型和支付控制模型,对后续核工程项目的投资控制具有一定的借鉴作用。
Three-dimensional array is introduced to nuclear power investment control system. Expense account is de- composed hierarchically on the basis of process system and plant structure decomposition. Project budget is controlled as a static target ; the main dynamic management covers the variables in the process of construction, such as con- tracts, payments and settlements , adjustment and difference. Then taking the hierarchical organization as the man- agement behavior carrier, and the project schedule as the criterion, this paper formulates the mapping associations a- mong the four parts: schedule, project quantity, expense composition and control subject, and proposes the nuclear power investment control system based on three-dimension nine-grid model. The example of AP1000 nuclear power il- lustrates how to build up pricing model and payment control model under the proposed model, with a view to providing reference to the investment control of the future nuclear power projects.
