试论海洋渔业型小城镇的产业发展路径——一种基于生态产业链视角的分析

Study on the industrial development paths of Marine Fishery small town:in the perspective of ecological industrial chain

海洋渔业型小城镇是我国海洋渔业的生产基地和直接载体,其形成和发展过程对资源环境的依赖性较强,目前此类小城镇发展中普遍存在产业聚集性差、产业结构层次低、产业链不完整、生产方式粗放等弊端。论文对海洋渔业生态产业链进行了定义,在此基础上构建了适合渔业发展的生态型产业链,指出科研机构、金融机构和政府三者在产业链中的重要作用。从海洋渔业小城镇发展的实际和生态产业链的视角出发,指出这类小城镇在产业发展中应该注重对海洋资源的有序开发,依靠科技创新培育新的经济增长点、促进产业结构升级。

Marine Fishery small towns is the production base and direct carrier of China＇s marine fishery, a strong dependence of its formation and development of resources and environment, currently prevalent in such small towns development industry gathering of poor, low level of industrial structure, industrial chain incomplete, the extensive mode of production, and other defects. This paper defines the marine fishery ecological industrial chain; the ecological industrial chain for the development of the fishing industry is built on this basis, and pointed out the important role of research institutions, financial institutions and governments in industrial chain. Starting from small towns development of marine fishery and ecological industrial chain perspective, the small towns industrial development should focus on the orderly development of marine resources, relying on scientific and technological innovation and foster new economic growth point, to promote the upgrading of industrial structure.
