摘要
"高考移民"身份判定,不仅是一个实践问题,而且是一个理论难题。在大规模人口流动现象成为中国社会一种常态的背景下,高考移民身份判定面临着来自道德、法律与技术层面的三重困境。高考移民问题形成的真正动因并非户籍本身,而在于分省定额录取机制。考试公平与区域公平是中国高考制度框架内的一个两难选择。现阶段还无法以"一刀切"形式彻底终结高考户籍制,只能对之进行有限松绑,在逐步推动流动人口随迁子女高考问题解决的基础上,加强高考移民问题的防治,切实维护高考公平与秩序。
The identification of migrant examinee in college entrance examination is not only a practical problem, but also a theoretical question. Nowadays large-scale population flow has been a kind of regular social feature, and the identification of migrant examinee suffers moral, legal and technical plights. The root of migrant examinee problem lies not in household registration itself, but in the mechanism of allocating quota by province, and examination equity and regional equity is a dilemma. At present, we should not abolish college entrance examination-registration binding mechanism, thoroughly, but take gradual approaches to reform it, while preventing migrant examinees.
