陕西省县级公立医疗机构资源配置分析

Analyzing the status of health resources allocation in county state-owned medical institutions in Shaanxi Province

目的:深入了解县级公立医疗机构的基本情况,为决策者制定县级公立医疗机构补偿政策提供科学依据,促进和推动陕西省新一轮医药卫生体制改革。方法:采用多阶段分层随机整群抽样调查57家县级公立医疗机构,全面了解其等级评定、收支管理、固定资产构成以及建筑面积等基本情况。结果:陕西省县级公立医疗机构资源分配地区间和机构间均存在较大差距,其中建筑面积达标情况有待提高。结论:进一步推动医疗机构等级评定,严格执行国家建设标准,杜绝建筑面积不达标现象,根据不同类型医疗机构功能定位,配置特色设备资产,优化资源配置。

Objective To investigate the status of county state-owned medical institutions in Shaanxi province, and put for- ward basis for policy makers to improve reform on medical and health system in Shaanxi province. Methods 57 cases of county state-owned medical institutions were chosen by multi-stage stratified random cluster sampling. And their status of rating, revenue and expenditure management, structure of fixed assets and area of structure was surveyed. Results There had significant differences of health resources allocation among different areas and different medical institutions in Shaanxi Province, in which the status of area of structure needed to be further improved. Conclusion Countermeasures should be implemented to improve health resources allocation, which were promoting rating, following the construction standard strictly, configuring characteristic equipment and opti- mizing resources allocation.
