摘要
随着知识经济时代的到来,智力资本已取代土地、资本和劳动力等要素而成为影响区域经济发展的最重要资源。区域智力资本包括人力资本、关系资本、结构资本和创新资本,这四个方面分别对区域创新能力具有直接影响;而四种区域智力资本的"两两结合"又对区域创新能力产生了交互影响。基于此,应注重增强智力资本四个方面的综合实力:在人力资本方面,提升区域教育水平和人口健康状况;在关系资本方面,增加技术交易额,促进国内外的贸易和投资交流;在结构资本方面,须增强社会保障力度、优化产业结构,提高政府的工作效能;在创新资本方面,增强产权保护力度,提升区域系统产品的质量与技术含量,实现产品的品牌价值。
The coming knowledge economy era makes intellectual capital replace land, capital and labor and become the vital resources influencing regional economy. Region＇a/intellectual capital includes labor capital, relationship capital, structure capital and innovation capital, which take direct influence on regional innovative power, and their ＂ pair combination＂ undertakes interactive impact upon regional creativity. Therefore, we should focus on the four aspects of enhancing intellectual capitals： in human capital, strengthening local edu- cation and population health; in relationship capital, increasing trading amount of technology to promote do- mestic and foreign trade and investment exchanges; in structure capital, enhancing social security input and optimizing industrial structure to improve working efficiency of government ; in innovative capital, safeguarding property right protection, improving quality and technical content of regional system product to realize the brand value of products.
