上海市某区2009-2011年病原微生物实验室生物安全监管成效

Effectiveness of biosafety supervision of pathogenic microbiology laboratory between 2009 and 2011 in a district of Shanghai

目的掌握病原微生物实验室生物安全监管现状,了解病原微生物实验室生物安全柜使用概况,为实验室监管提供依据。方法查阅上海市某区2009-2011年卫生监督数据和生物安全监督抽检数据,比较各项符合率、分析取得成效。结果实验室管理制度、布局及硬件配备符合率逐年提高;菌种和阳性标本管理逐步规范;生物安全柜年检率明显提高;实验室管理和工作人员生物安全意识仍需提高。结论卫生监督部门应坚持从备案着手,严把准入关,同时加强培训和行政执法,推进实验室生物安全整体水平的提高。

OBJECTIVE To investigate the effectiveness of biosafety supervision of pathogenic microbiology laboratory,understand the applications of biohazard safety equipment in pathogenic microbiology laboratory so as to provide useful evidence for the supervision of laboratory.METHODS The data on health supervision and biosafety supervision were collected between 2009 and 2011,the accordance rate was calculated and compared,and the effectiveness of supervision was analyzed.RESULTS The accordance rates of management system,layout and hardware maintenance of laboratory were improved year by year.Remarkable improvements were achieved in the respects of management of strain culture and positive specimens.The annual inspection rate of biosafety cabinet was significantly improved,but the laboratory management and biosafety consciousness of the staff still needed to be further strengthened.CONCLUSION The department of health supervision should start from the records to control the access strictly,reinforcing the professional training and administrative law enforcement so as to promote the overall level of biosafety supervision of pathogenic microbiology laboratory.
