高校毕业生就业形势日趋严峻,鼓励与扶持毕业生创业,已成为社会关心的话题。由于毕业生普遍存在社会经验不足、资金有限、市场观念不成熟等短板,其创业之路举步维艰。创业孵化器是帮扶毕业生创业的社会组织,而毕业生创业最有效的物质载体是小微企业,创业孵化器通过孵化小微企业帮助毕业生完成创业实践,实现"以创业带动就业"的就业创造功能。

Employment situation of university graduates is increasingly grim,which makes it a top- ic of concern to encourage and support graduates to do pioneering work. Because of the lack of so- cial experience, limited funds, immature market conception, the road of starting an undertaking is quite difficult. Incubator is the social organization to help graduates do pioneering work. Small and micro businesser are the most effective material carrier of doing pioneering work. Through hatching small and micro businesses, incubator can help graduates to complete their business prac- tice,and fulfileve the employment creation function by doing pioneering work to promote emply- ment.
