基于福利需要视角的城市残疾居民福利体系探讨

A Study of Welfare System for Urban Disabled People from Perspective of Welfare Need

基于南京市白下区近年来的残疾居民福利调查结果发现,福利需要对于分析城市残疾居民福利体系的建构而言是一个非常重要的视角。由于福利需要的层级性,城市残疾居民福利政策的设计首先要关注优先性。基于福利需要的发展性,城市残疾居民福利服务的传输要注重动态性。鉴于福利需要的类异性,城市残疾居民福利需要的满足要强调赋权性。

Welfare need is a significant perspective to analyze construction of welfare system for urban disabled people. Because of the hierarchy of welfare need, welfare policy design of the urban disabled should focus on priority design in the first place. Based on development of welfare need, welfare service delivery system for the urban disabled should attach importance to dynamicity. In the light of categorized difference of welfare need, welfare need satisfaction for the urban disabled should emphasize empowerment.
