首先阐述了清洁生产、清洁生产模式及清洁生产审核过程。结合笔者在2011年1月亲自参与内蒙古自治区鄂尔多斯市第五批实施强制性清洁生产审核的经历,根据鄂尔多斯市水泥行业清洁生产审核的具体情况,本文主要以鄂尔多斯市某水泥生产企业的清洁生产审核过程为例,根据对该水泥企业进行的清洁生产审核全过程及最终取得的经济和环境效益,就鄂尔多斯市清洁生产审核实际存在的问题,如企业的领导和员工存在思想障碍、企业对法律法规及一些相关政策意识的淡薄以及由于地区差异性,相对技术工艺及管理水平较为落后等方面,提出了自己的一些看法和见解。
