摘要
学生资助工作对提高弱势群体的文化资本、人力资本以及信用意识和公民意识具有重要社会学意义。目前,福建已建成了从学前教育到高等教育的完整学生资助体系,初步建成学生资助机构三级网络,并产生了良好的社会效益。但学生资助工作在机构设置、工作人员配备、机构职能设定等等方面还存在不符合现实发展的需要等突出问题。应从制度建设上不断完善学生资助工作,包括:加强各级资助机构的行政管理职能,推进其由事业单位向行政机构转型;借鉴其它地区的创新经验,开展学生资助机构的标准化建设;创新学生资助机构的管理机制,建设一支高效的工作人员队伍等等,以促进学生资助工作更加持续、稳定、有效的运行。
It is of great sociological significance for student aid to increase the culture capital, the human capital and the consciousness of credit and citizenship of vulnerable groups. At present, Fujian has built a complete student aid system from preschool education to higher education, constructed a three stage network which has good social benefits. However, there exist some prominent problems, i.e., agency setting, staff and organization function can not meet the need of reality. Thus, we should take such measures to perfect student aid as strengthening the administrative functions of the agencies at all levels, pushing the agencies transformed from public service institutions to administration, learning from the experiences in other areas ,carrying out the standardized construction of student aid agencies, innovating the management mechanism and building a proficient work team.
