上海进一步扩大进口的政策研究

Research on the policy to further improve Shanghai's imports

在概括近年来上海自身进出口、口岸进出口发展特征的基础上,分析提出制约上海进一步扩大进口的因素主要有:发达国家对我国的出口限制,缺少增加进口的系统化措施体系,现有外贸监管领域存在体制机制障碍等。上海扩大进口应遵循协调发展、动态调控、便利管理、服务促进的总体方针,以结构调整、消费升级、辐射引领为导向,注重"四个中心"建设的互动机制与内在联系,从进口模式、进口组织的各环节入手,降低进口流通综合税费,培育市场化进口主体,完善进口服务体系。

The factors that constrain the further expand of Shanghai＇s import include the restrictions of developed countries on China＇s export, lack of systematic measures to increase imports and the institutional obstacles of existing foreign trade regulatory areas. To expand imports, Shanghai should focus on structural adjustment, consumption upgrading and radiation leadership. Shanghai should also reduce import circulation taxes, cultivate market-oriented import main body and improve the import service system.
